Pactum Governance
Authority, action, and institutional continuity.
Pactum Governance governs authority-bearing institutional actions within Moravax Systems institutional relationships. It preserves the basis upon which representative authority is recognized, the intentional act performed under that authority, and the institutional state that follows.
Pactum applies where Moravax must rely upon representative authority in order to recognize an action as having institutional effect.
Governance with a defined jurisdiction.
Institutional identity, association, participation, technical access, and representative authority are distinct. Pactum preserves those distinctions when an institutional act depends upon authority to represent another institution.
Authority may originate outside Pactum. Pactum records the basis upon which Moravax recognizes that authority and governs the acts through which recognized authority is exercised, delegated, modified, revoked, or otherwise given institutional effect.
Pactum Governance preserves the relationship among recognized authority, intentional action, resulting institutional state, and the historical record necessary to reconstruct them.
Engagement provides context. Pactum governs authority-bearing acts.
Institutional Engagement establishes the context of a relationship: what Moravax and another institution are undertaking together, under what purpose, scope, and conditions.
Pactum becomes relevant when a particular act within or related to that context depends upon a representative possessing authority to cause an institutional effect.
Four elements remain distinct across the governed act.
Pactum connects authority, intentional action, resulting institutional effect, and historical reconstruction without treating any one of them as a substitute for the others.

A governed act can change what is institutionally true.
Depending upon the act and the authority supporting it, Pactum may preserve a commitment, approval, delegation, restriction, disclosure authorization, amendment, execution, revocation, or another bounded institutional transition.
The resulting institutional state remains distinct from the act that produced it. That distinction allows a later reviewer to understand not only what is currently true, but the authority-bearing event through which the state came to exist.
Institutional history must remain intelligible as authority and state change.
Representatives change. Authority expires or is revoked. Instruments are amended. Institutional relationships evolve. Those changes alter what may be true now without erasing what was validly true before.
Pactum preserves the evidence and relationships necessary to distinguish current state from historical state and to reconstruct the governed acts that connect them.
Institutional continuity depends upon preserving not only the latest state, but the authority and governed acts through which that state was reached.
